Punjab Education Department Orders Review of Allowance Payments for 2022–23
The School Education Department, Government of Punjab, has directed all Chief Executive Officers (CEOs) of District Education Authorities to review the payments of two major allowances given during the financial year 2022–23. This decision comes after the Public Accounts Committee-III (PAC-III) raised concerns in its meeting on November 25, 2025.
According to the official letter issued on November 26, 2025, PAC-III observed that conveyance allowance was not deducted during school vacations, which should have been done under rules. The Committee also noted that Social Security Benefit Allowance was overpaid in several districts during the same financial year.
Strict Review Ordered
The Committee has asked all CEOS to carefully examine:
- Non-deduction of conveyance allowance during vacations
- Overpayment of Social Security Benefit Allowance
They must identify how much was paid, how much was overpaid, and how much has been recovered so far. The CEOs must also report what actions they have taken on this matter.
The School Education Department has made it clear that this review must be done thoroughly, and no district should ignore it.
Deadline for Submission
All CEOs must submit their district’s complete report before 10 December 2025.
The Director Public Instruction (DPI SE & EE) will then compile these district reports and forward a final summary to the Secretary, School Education Department on 10 December 2025.
The reports must be submitted in a standard format, which includes:
- Total amount paid
- Overpaid amount
- Verified recoveries
- Actions taken by the district
- Remarks
Why This Review Is Important
The Public Accounts Committee has shown serious concern about financial discipline in district education departments. Allowances paid without proper checking can cause large financial losses to the government.
This review will help the Punjab government:
- Correct past mistakes
- Recover overpaid amounts
- Improve transparency in financial matters
